​​​​​​Council Vacancy - Ward 1 (Angus)

​TAKE NOTICE that a vacancy exists on the Township of Essa Council for one Ward 1 (Angus) Councillor, and that Council of the Township of Essa has determined to fill this vacancy by appointment in accordance with Section 263(1)(a) of the Municipal Act, 2001.  

The method to be used by Council for appointing a person to fill the vacancy is through an Open Call for applications.  

The term of this position shall be from the date of the Council appointment to when the new Council is sworn in after the 2022 Municipal and School Board Election.

Interested applicants must be a qualified elector as set out section 17 of the Municipal Elections Act, 1996​.  (Please refer to the Municipal Act, 2001​ and the Municipal Elec​tions Act, 1996 for further details relating to the required qualifications).

Interested qualified individuals must submit the following forms and documents in person during regular business hours to the Clerk or Deputy Clerk at the Administration Centre prior to the close of the intake period by 2:00 p.m. local time on June 24, 2021:

Candidates are also required to submit to the Clerk or Deputy Clerk: 

  • ​a personal statement detailing their background information and relevant qualifications
  • personal identification​ deemed as acceptable by the Province which details the candidate name and address of the applicant.

Applicants are encouraged to contact the Clerk (705-424-9917 ext. 117) or Deputy Clerk (705-424-9917 ext. 116) to set up an appointment to submit your forms and documentation.​

As members of Council are relied upon to make a transparent and unbiassed decision in fi​lling the council vacancy, applicants are requested to NOT contact members of Council directly.  All inq​uiries can be directed to the Clerk at llehr@essatownship.on.ca.

Forms that are faxed or emailed shall be rejected.  

​Special Meeting of Council July 7, 2021

UPDATED June 10, 2021: A Special Meeting of Council is scheduled to take place at 2:00 p.m. on July 7, 2021, for the purpose of interviewing applicants and filling the vacancy.  

​The Special Meeting​ of Council will be held in person at the Angus Recreation Centre in the Gymnasium located at 8529 County Road 10, Angus, and shall comply with all provincial and local health unit health and safety protocols.

​What is t​he term of o​ff​​ice?

The term of office starts when the successful candidate takes their Oath of Office (tentatively July 7, 2021) and ends when the new Council is sworn in after the 2022 Municipal and School Board Elections.

Who can be a can​didate?

The Municipal Elections Act, 1996 sets out in detail the requirements to be met by candidates for office.  These requirements have been summarized for your convenience below. 

  • A resident of the Township of Essa, or an owner or tenant of land in the Township of Essa, or the spouse of such an owner or tenant;
  • A Canadian Citizen
  • At least 18 years old;
  • Not prohibited from voting under Section 17(3) of the Municipal Elections Act, 1996, or otherwise by law.

What are the r​e​sponsibilities of these offices?

Council is made up of the Mayor, Deputy Mayor, and Councillors in Wards 1, 2 and 3.  The role of Council is laid out in section 224 of the Municipal Act, 2001​.

Council relies on reports from staff and the recommendations of its Committees to make decisions.  Council develops policies and adopts by-laws or resolutions based on these policies.

What i​s th​e tim​e commitment? 

The time commitment ​varies from individual to individual.  A member can expect to devote time for a minimum of 2 Council meetings per month along with various duties on Committees as appointed by Council.  This would include:

  • Regular Committee of the Whole and Council meetings - typically the first and third Wednesdays of each month starting at 6:00 p.m.
  • Special Meetings of Council (ie: Budget, etc.)
  • Attendance at extra committees or board meetings that a member can be expected to be appointed to by Council 
  • Telephone calls and emails with constituents
  • Reading and research time
  • Special Community Events (ie: ceremonies, parades, etc.)

​Should the municipality be in receipt of an excessive number of applications to fill the vacancy, Counc​il may short-list the candidates using the criteria and process outlined in the Council Vacancy Policy (Schedule 2).  If Council short-lists the applicants, a Special Meeting of Council may be required to be called prior to July 7, 2021, in order to determine which candidates will move forward to the interview stage.
