The Township of Essa (Township) has retained Green Infrastructure Partners Inc. (GIPI) to undertake road resurfacing improvements on Massey Street in Angus, extending from Mill Street to the eastern limit of the municipal roadway adjacent to the Giant Tiger retail store, as illustrated on the map below. The project is being completed to address deteriorating pavement conditions and improve roadway drainage.

Scope of Work

The work will include:

  • Removal of the existing asphalt surface;
  • Excavation and grading of the underlying granular base;
  • Placement of new Granular A road base material;
  • Adjustment of catch basins and drainage infrastructure;
  • Placement of hot mix asphalt pavement; and
  • Reinstatement of affected parking lot pavement markings.

Construction Schedule
Construction is scheduled to commence on Monday, September 28, 2026, and is anticipated to be completed by Friday, October 2, 2026, weather permitting.

Traffic and Access Impacts
During construction, Massey Street and access to the plaza parking lot will be temporarily closed to vehicular traffic. Access to the plaza will be maintained via the rear entrance from Margaret Street. Appropriate signage and traffic control measures will be in place to direct motorists and pedestrians safely through the area.

The Township appreciates the public's patience and cooperation during the construction period as these improvements are completed. We apologize for any inconvenience and thank residents, businesses, and visitors for their understanding.
